Olivia and Fitz are heating things up in the White House during his last days in office, and I am so here for it. Meanwhile, Mellie’s getting ready for the transition of power. Quinn is preparing for her wedding to Charlie, with Huck serving as her maid of honor. Charlie’s ready to just take a very extended honeymoon, but Quinn doesn’t think she can be away from the office that long. Charlie tells her the writing is on the wall about OPA. Olivia’s going to leave for the White House permanently any minute. Quinn doesn’t think Olivia is going anywhere.

Rowan’s ready to get the heck out of dodge now that the mystery woman — I’m just calling her Samantha — and Peus are done. Despite her craziness, David is trying to figure out Samantha’s true identity. She truly is a ghost. Rowan advises him to move on, but he does have something that can help.

With a week and a half of Fitz’s presidency left, Fitz is trying to figure out who to pardon. He’s taking on all the work because he doesn’t trust Abby after what happened with Huck and Peus. After the awkwardness becomes too much, Abby confronts him about being passive. She eventually just works from home. Fitz is not quite ready to mend the relationship.

Abby goes home and David shows up at her place with a box that contains SAMANTHA’s HEAD! He continues to question who this woman was. Meanwhile, Marcus and Fitz talk about his final speech. Things get a little heated between them as they try and figure out Fitz’s last interview and the message he wants to make.

The New Olivia

The OPA teams begins to look into an inmate Fitz may pardon. A black man named Sean Campbell is sitting in jail for life after being convicted of killing a man who bombed a church. After doing some digging, Huck figures out the bomber’s friend killed him to cover up his own crimes. There’s just no physical proof. Tensions rise and guns are drawn in the bar with OPA goes to confront the man truly responsible for the crimes.

Mellie and Olivia are going over cabinet picks when Mellis starts talking about a new communications director. She wants Marcus, but Olivia knows that’s not the best idea. Later, Mellie asks Marcus to stay on, but Fitz has already offered him a job with his foundation. “If you want to make a real difference, then stay here with me,” Mellie says. At the end of the day, Marcus just wants to help people and that doesn’t necessarily mean just in the White House.

Quinn goes straight to Olivia to declare that Sean Campbell is innocent, and this is all based on a feeling she has in her gut. Olivia dismisses Quinn. That doesn’t sit well with Quinn. “When did you stop gladiating?” Quinn asks. Olivia is quick to fire back that Quinn does NOT tell her what to do or criticize her.

Quinn takes charge and goes to see Fitz without Olivia. She pleads with him that Sean Campbell is innocent. Fitz is not so sure about Quinn’s words, especially since Olivia is not in on this. With a little help from Marcus, Quinn refuses to back down. She doesn’t work for this new Olivia. Her Olivia works for the people, and that’s who she works for. Olivia’s not here, but Quinn is here fighting for justice. Slay, girl!

Blast From The Past

Fitz sits down for his final interview. He admits that he could have done more throughout his presidency. He listens to Quinn and pardons Sean Campbell. He also announces that he’s launching a foundation to appeal cases like Sean’s.

Quinn meets up with Olivia back at OPA to let her mentor know that she handled the situation. She learns that this entire assignment was a test. Olivia needed to know that Quinn could go up against her while she was in the White House. Olivia is ready to leave OPA behind, but she’s leaving it in good hands. She gifts her office to Quinn!

Jake finds out that Samantha’s real name is Gertrude, and she wasn’t working with just Peus. They were answering to someone else. The episode ends with Rowan just about to leave D.C. for good when he’s stopped. He’s brought to the bunker where Fitz, Olivia, and Jake are waiting for him. Jake has discovered the identity of the person who went into Gertrude’s apartment when she was in custody. He’s found the bigger bad, and it’s none other than MAYA POPE!
