The baby-faced boozer was stopped and arrested after he failed a roadside breathalyzer test.

Police were stunned when they discovered his true age, and had to let him walk free — because under UK law he’s too young to be held responsible for his actions. Should his parents be prosecuted instead?

Newly released police records reveal this is just the latest in a spate of car-related crimes committed by very-young offenders in England over the past two years.

The shocking statistics prompted car safety charity boss Kath Hartley to call for road safety to be taught in British schools, saying, “It is incredibly concerning that young people are risking their own and other people’s lives on the road, this must be addressed as a matter of urgency.”

“Young people must be taught the dangers of getting behind the wheel without proper training.”

But isn’t it the parents’ responsibility to teach their kids right and wrong? And stop them drinking and getting behind the wheel?

Frantic mom Lisa Lilly rushed Taylor, 4, to hospital after discovering her so drunk she couldn’t stand up!

Lisa Lilly is now urging moms to check the contents of their handbags after finding the source of Taylor‘s hangover was a bottle of coconut scented hand-sanitizer!

“I noticed she couldn’t stand up and I got real scared,” Lisa tells ABC News. “I thought something’s really wrong here, she’s got a head injury.”

When doctors tested her, Taylor’s blood-alcohol level registered .14 — almost double the drunk driving limit for adults!

With the help of investigators, Lisa searched her family home for the booze little Taylor had binged on — and discovered the culprit was a bottle of 68 % alcohol Bath & Body Works Hand Sanitizer.

Attracted by the sweet smell and a picture of a cupcake on the label, Taylor confused it for a treat and swallowed it all down.

Taylor has made a full recovery, much to the relief of her panic-stricken mom, who says, “I am so thankful today. ‘I got lucky, I got really lucky.”

And she warns moms to be wary of what’s in their handbags! “Probably half the population of moms can open their purse right now and they have that (hand sanitizer) in their purse.”

HollyMoms, here’s the newest inductee into the worst mom hall of fame: Misty McCollister. This recovering alcoholic fell off the wagon and endangered the lives of not one, but two children. She was smart enough to know that she was too drunk to drive home after a weekend of drinking, but can you believe she was dumb enough to think her 12-year-old son could get behind the wheel instead?

And it gets worse. Her son was too short to see over the steering wheel, so she put him on her lap so that he could steer! Can you even think of a worse idea? Oh yeah, I almost forgot to mention that her 7-year-old was also in the vehicle as was a friend of hers who claimed they couldn’t drive because they weren’t wearing their glasses.

Luckily, police pulled over the car a few blocks later because it was weaving so badly. HollyMoms, Misty has a blood alcohol level of .299. The legal limit is .008. She must have been mainlining vodka!

The judge in the case said there was no excuse for her “absolute evilness,” as the recovering alcoholic tried to blame her friend who wasn’t wearing her glasses and another pal for her serious lapse of judgement.

She pleaded guilty and could spend up to five years in prison and have to pay a $10,000 fine when she’s back in court for sentencing on December 14. Do you think that’s a harsh enough penalty, HollyMoms?

What is wrong with Charlie Sheen? We can’t understand why the father of five trashed a hotel room last night in a drunken rampage while his ex-wife Denise Richards and their two young daughters slept right next door!

Charlie Sheen is a mess. Seriously. He’s been in and out of rehab and court rooms for as long as we can remember and it looks like he desperately needs to go back to both. It boggles the minds of everyone here at HollyBaby.com, as to how he could possibly party with drugs and a prostitute before trashing his hotel room while his ex-wife Denise Richards and their daughters Sam, 6, and Lola, 5, were only a few feet away in the next room at the Plaza hotel! An expert tells HollyBaby.com that Charlie’s reckless behavior could cause lasting damage to his sweet kids!

It was supposed to be a fun family experience when Charlie and Denise met up in New York City. After a day of shopping and sightseeing, the Two and A Half Men star apparently decided to move on to more “adult” fun after saying goodnight to Denise and the girls.And for Charlie Sheen, that means hookers and booze. Apparently, he had more than two-and-a-half cocktails, because when Charlie was rushed in an ambulance to New York Hospital at 2:30 a.m. this morning, police tell TMZ that he was “intoxicated, irrational” and “emotionally disturbed.”

“What has he learned from all of his trips to therapy, rehab and jail?” asks Dr. Gilda Carle,who believes that Charlie has let his celebrity status go to his head. “He’s thumbing his nose at society’s boundaries. He thinks he can get away with anything because he’s a famous TV and movie star. This is a classic case of Hollywood entitlement. He doesn’t think there are any consequences to his actions.”

“Charlie was back to being Charlie and had a hooker,” a source confirms to RadarOnline.com. Charlie even informed the officers who showed up on the scene that he has been “out partying” prior to their arrival. The call-girl even fessed up to police that Charlie was using cocaine! “She said after he did the coke, he flipped out, couldn’t find his wallet and accused her of stealing it,” says the source.

And all this happened while his two daughters were sleeping in the hotel room next door! And you all know how thin those hotel walls can be! Denise has wisely decided to shield her girls from their father’s freak-out. “I definitely protect them as much as possible. I don’t want to talk to them about this,” says Denise, when she stopped by LX New York for a chat late this afternoon. We think that’s for the best, don’t you, HollyMoms?

And don’t expect this to be the last time Charlie acts out, warns Dr. Carle. “This is an internal problem that has resulted in external damage,” she tells HollyBaby.com. “Until he’s made to feel responsible for his actions — and I mean really responsible, not just having to pay a fine or show his face in court — he won’t change his bad behavior.”

Hopefully, little Sam and Lola weren’t disturbed by their dad’s despicable behavior. Denise says the girls love to spend time at hotels, so we really hope this didn’t ruin their experience. “Sometimes we do go to the hotel for the weekend and just hang out,” Denise told HollyBaby.com recently. “They love hotels. We’ll go to the pool, order room service, stay in bed and watch movies and just relax.” But even their luxury weekends, can’t shield them from the reality of their father’s behavior. “I did have to tell them about their dad,” says Denise. “It’s sad.”

Dr. Carle feels that the girls’ future happiness is in serious question because of the bad choices their father repeatedly makes. “Most little girls grow up idolizing their daddies,” says Dr. Carle. “Most girls also look to their father as their male role model. Sam and Lola are going to grow up thinking that a man who acts like Charlie is going to make their best mate. How frightening is that?”

“Often a child of an alcoholic takes on the responsibilities that the parent might not be providing, like taking care of a sibling or even that parent,” agrees psychotherapist and advice columnist Jonathan Alpert. “The child becomes a super-caregiver, at the expense of his/her own needs that go unmet. This renders one prone to be taken advantage of later in life, especially in relationships. It can also result in growing up too quickly and missing out of many of the joys of childhood.”

Perhaps being so close to Denise is what set him off. As HollywoodLife.com previously reported, Charlie’s feelings for his ex-wife Denise and their kids contributed to the domestic dispute that erupted between him and current wife Brooke Mueller (who is the mother of his 19-month-old twin sons Bob and Max) last Christmas. The shenanigans began Feb. 12 just after midnight with a single tweet from Khloe, 25, as Rob, 22, raising eyebrows, “I love dicks.” Followed by, “Yum yum yum.”

We probably should have caught on by that point…but we didn’t — yet.

After tweeting he was anxious to get some action from any willing young California hotties, Rob turned his attention to Khloe’s hubby, Lakers star 30-year-old Lamar Odom. “I love my brother-in-law. He is so big and sexy,” he wrote, adding, “I wouldn’t mind a three some with him and Khloe.”

Ew! That is wrong on so many levels.

Soon after, fake Rob signed off after blaming the wildly inappropriate rant on the a-l-c-o-h-o-l, “Okay good night world! I am too drunk.”

The real Rob stepped in to clear things up later that night and sounded far more sober than his big sister, tweeting, “C’mon now people…If you knew my tweets it is always an r&b track or me praying…That was my Sis @KhloeKardashian! She was havin a moment!”

That was more than a moment — that was a full blown scene. Someone is lookin’ for attention.

Mariah Carey got a little too friendly with a bottle of champagne on Jan. 5, and the songbird, 40, clearly felt guilty enough about her boozy acceptance speech at the Palm Springs International Film Festival (see video below) to explain the reasons behind her insobriety .

“[Precious director Lee Daniels and I] were sitting there celebrating, having little splashes [of champagne] and I hadn’t eaten. That’s what it was,” she confessed to reporters backstage at the People’s Choice Awards in L.A. the following night, Jan. 6.

“[The incident] was fine … if people knew me they would understand I have a sense of humor and basically that’s what gets me through life,” she said, before sneakily shifting the blame for her tipsy behavior to Lee, 50.

“We were celebrating for the movie and everything that’s going on. It’s so much exciting stuff for Precious. You know there’s a time for celebration and a time for not. Love Lee, but he’s a bad influence!”

Hey Mariah, don’t blame Lee — he didn’t force you to act like a party monster!

Hey Mariah, maybe the next time you accept a big award you should remember to eat first!

There’s a lot of buzz about Mariah Carey’s erratic behavior at the Palm Springs International Film Festival gala Jan 5. In fact, there was SO much buzz because Mariah was MORE than buzzed – the songbird’s acceptance speech for her Breakthrough Performance in Precious was barely coherent.

After arriving onstage to accept her trophy, Mariah, 39, immediately leaped into Precious director Lee Daniels’ arms (he was her escort for the evening as hubby Nick Cannon, 29, was MIA) and began her slurring speech. “Well, I mean, please forgive me, I’m a little bit…” she stuttered at one point, whereupon one sassy audience member shouted out, “F***ing wasted!” Miz Mariah pointed one manicured finger at the screamer and yelled back, “Yea!”

Four minutes into her six-minute acceptance speech, the audience began clapping for Mariah to make a move offstage. She finally made her exit around 8:30, where one source tells us the diva was escorted out of the party and quickly put into a waiting car.

The problem? Mariah eschewed food and couldn’t stop quaffing the bubbly! “Mariah only drank champagne and refused the beef short ribs and wasabi mashed potatoes,” an eyewitness tells HollywoodLife.com, who added, “She barely had time to eat though. After schmoozing she went right backstage with Lee to be interviewed by [Entertainment Tonight host] Mary Hart.”

Maybe you were nervous about giving your speech, or sad that Nick wasn’t with you, but lady — you need to eat! All drink and no food doesn’t make you dull, Mariah, but it doesn’t kill your buzz, either!

Mariah Carey made quite a scene last night, Jan. 5, at the Palm Springs International Film Festival – and not because a sparkly dress or some seriously high notes. No, according to several sources – and even a few celebrities – the diva definitely had few more glasses of bubbly — or, whatever — than sense would dictate.

After giving a long-winded, rambling speech, the songbird, who had been honored at the festival for her breakthrough performance as an understated counselor in Precious, was escorted away while concerned audience members hurriedly clapped her offstage around 8:30 PM on Jan. 5. Her erratic behavior didn’t go unnoticed by Sean Penn, who walked onstage as she exited.

“I, unlike the prior speaker, will do this speech completely sober,” Sean, 49, cracked. Up in the Air director Jason Reitman, 32, made a similar statement. “I’m about as happy as Mariah is feeling right now!” he laughed.

Even Mariah acknowledged she wasn’t exactly herself during the speech.  “Well, I mean, please forgive me, I’m a little bit….” — and when an audience member shouted out an impolite euphemism for “very inebriated,” she pointed at the person and squealed, “Yea!”

According to several sources, Mariah, 39, already seemed like she’d gotten a head start when she arrived at the ceremony, held at the Palm Springs Convention Center. “[Precious director] Lee Daniels was literally holding her up,” one source tells HollywoodLife.com, adding, “She couldn’t walk straight and was slurring all her words. She eventually had to be escorted out of the event.”

Adds a second source, “It was a little embarrassing – and then Sean Penn made fun of her, which made it so much worse.”
