The baby-faced boozer was stopped and arrested after he failed a roadside breathalyzer test.

Police were stunned when they discovered his true age, and had to let him walk free — because under UK law he’s too young to be held responsible for his actions. Should his parents be prosecuted instead?

Newly released police records reveal this is just the latest in a spate of car-related crimes committed by very-young offenders in England over the past two years.

The shocking statistics prompted car safety charity boss Kath Hartley to call for road safety to be taught in British schools, saying, “It is incredibly concerning that young people are risking their own and other people’s lives on the road, this must be addressed as a matter of urgency.”

“Young people must be taught the dangers of getting behind the wheel without proper training.”

But isn’t it the parents’ responsibility to teach their kids right and wrong? And stop them drinking and getting behind the wheel?

This is the biggest reason for new parents to drink responsibly on New Year’s Eve.

Once you become a parent, you realize that those days of partying and staying out all night are pretty much over. Except maybe on special occasions, like New Year’s Eve. But if you have a little baby at home, you might want to think about drinking in moderation on Friday night. A new study suggests that parents’ alcohol consumption may be linked to an increased risk of Sudden Infant Death Syndrome (SIDS) –  a 33 percent spike in the number of SIDS cases occurs on New Year’s Day! Can you believe it?

Some people shouldn’t be parents!

According to a study in the journal Addiction, researchers correlated heavy drinking with the percent raise, illustrating that alcohol may be what is causing the increased number of SIDS deaths on Januar 1. They also discovered that there are more cases of sudden infant deaths on the weekend rather than the weekdays. “The message to parents is that they should understand that just as alcohol degrades your performance in other types of tasks, it also may affect your ability to take care of young children,” the study’s lead author, David P. Phillips, a professor at the University of California in San Diego, tells MSNBC. David says that parents who have had a little too much to drink may not pay as much attention to how they put their infants to bed — meaning they lay them on their stomachs rather than their backs. To prevent SIDS, it’s recommended that parents lay their babies down on their backs.

Another risk of SIDS is when a parent sleeps with their child. When a guardian has been drinking, they are more likely to roll over, uncontrollably, in their sleep possibly hurting the child. David believes that if a baby is in the same bed as their parent after a heavy night of drinking, the infant could possibly be injured.

A leading SIDS expert, Dr. Warren Guntheroth, a professor of pediatrics at the University of Washington, says that both alcohol consumption and bed sharing are the cause of SIDS deaths. But he also reveals that it’s not always the parents’ fault, especially on New Year’s Eve when there are babysitters involved. “I don’t think you can blame it all on [parental] drinking,” he added. “You might also ask about the babysitter. Was she drinking?”

Dr. Raymond Pitetti, the associate director of emergency medicine at the Children’s Hospital of Pittsburgh of the University of Pittsburgh Medical Center, says that the relationship between alcohol and SIDS comes as no surprise. “Every New Year’s Day, inevitably, kids come in to the E.R. because of something related to their parents’ drinking, whether it’s a car accident or the kids drinking alcohol in the morning that their parents hadn’t put away from a party the night before,” Dr. Pitetti says. “It’s fine to go out to New Year’s Eve parties, but make sure your kids are safe. If you’re going to go out to have a good time and drink that’s fine, but make sure there’s someone else at home to take care of the kids, a grandparent or what have you. You have to realize that just as you can’t drive a car when you’re drunk, you can’t parent effectively when you drink.”

Julia doesn’t let her kids eat candy every day

I could really use this right about now!” is what the 42-year-old Eat Pray Love star declared while out to dinner at the Gladstones eatery in Malibu with her three children — 5-year-old twins Hazel and Phinnaeus and 3-year-old son Henry. An eyewitness tells the National Enquirer that Julia, who’s married to cameraman Danny Moder, tossed back three Grey Goose vodka and tonic drinks during the meal at the seaside restaurant.

“I think Julia was clearly stressed out about her children,” says the source, who adds that Julia was also accompanied by Danny, a nanny and about a dozen other friends and family. “Her toddler, Henry, was squirming away from Julia and screaming that he wanted to go see ‘the fishies’ with his siblings. Despite recent rumors of pregnancy, Mariah Carey was seen with a drink in her hand on stage at a concert in Singapore!

Mariah Carey and husband Nick Cannon have been dodging questions of her possible pregnancy, but after she was caught sipping champagne at her concert in Singapore, it looks like we may have to rethink our assumption that she’s expecting! It is obvious that Mariah has a certain glow about her, but if she is drinking alcohol, what looks to be a bump might actually just be bloating or weight gain. Experts are divided on whether it’s OK to drink alcohol while you’re pregnant, but as there is some doubt, an expectant mother should never intentionally put her baby in harm’s way!

“No amount of alcohol at any point during pregnancy is safe,” expert Dr. Susan D. Rich MD, MPH of the National Organization on Fetal Alcohol Syndrome tells TheBump.com. “Once you find out you’re pregnant, you should stop drinking immediately. If you find you’re pregnant and have already had a couple of drinks, stop now.”

But other experts say that it is perfectly fine to have a glass of wine or beer occasionally during pregnancy. “From a rational point of view, an occasional glass of alcohol is fine,” Dr. Jane Minkin MD of the department of OB/GYN at Yale University tells TheBump.com. “If you’re at your sister’s wedding and it comes time to toast with a glass of champagne, it’s perfectly OK. People can get carried away and think crazy things.”

Mariah, with all these tummy-covering outfits and pregnancy rumors, we want to know already — baby-on-board or not? We sure hope you aren’t putting a new baby at risk!

Our girl is back from rehab with a new lease on life… complete with glowing skin!

Lindsay Lohan is out of the slammer and rehab early, and despite complaining about the paparazzi hounding her every move, seems to be on the mend in a big way because, hey, let’s chat about how amazing her skin looks! I mean, please do a comparison: pre-jail and rehab she looked puffy, tired and dare I say older than her 24 years. But now? WOW. Who knew jail and rehab could be so good for the complexion?!? My guess is days of sleep without drugs and alcohol has given her a rather spectacular glow, not to mention that incarceration food looks pretty great for one’s diet.

Dr. Ronald Minutoli, MD, a General Practitioner who doesn’t work with Lindsay, agrees with my observation of Lindsay’s new post-rehab glow:

“It’s very common for someone to look better after even a brief break from using drugs and alcohol. One of the things that alcohol does is that it causes fluid retention, which is reflected in the skin. Add to that the fact that people who are using it to excess aren’t usually eating in a healthy manner and it adds up. It doesn’t take long to see an improvement in the skin and someone’s general appearance after a break from drugs and alcohol that an appearance is better. You see better color return to the skin and yes, they look much healthier, even younger.”

However, Dr. Bruce Katz, board-certified dermatologist and Director of the Juva Skin and Laser Center, has a different take on Lindsay’s fresh new look:

“I see a number of changes. She probably stopped at her dermatologist’s office in between getting out of rehab and when this most recent photo was taken. Her cheeks are much fuller, so I think she’s had some cheek augmentation – Radiesse or Sculptra, most likely. Her eyebrows are more raised and her upper eyelid and lower lid are less baggy, which suggests she’s probably had some Botox to raise the brows and improve the appearance  of the eyes. The lips are fuller, especially the bottom lip, so she’s probably had some filler injected, either Juvederm or Restylane.”

Whatever it is, I’m calling it now: this could be the best the starlet has looked since her days as a teen queen, and I love the fact that she looks absolutely gorgeous and young again. Has our pretty girl returned…or is it just Freaky Friday?

Although ’tis the season for celebration (and we know a good fete involves eggnog and champagne), a miserable feeling can follow the day after partying a little too hard. So we chatted to a few stars in Las Vegas about how to keep the day-after hurt far away and the favorite drinks that potentially could put them in a bad (but good) place.

We recommend you don’t try Justin Bartha‘s beverage of choice. “I’m probably just going to drink 100 percent pure rubbing alcohol. Only rubbing alcohol,” the star told HollywoodLife.com exclusively at The Hangover DVD launch party Dec. 10 in Las Vegas.

How does he manage to avoid a hangover if he’s drinking rubbing alcohol? “I’ll just do little thimble shots,” Justin answered. Hmm … Don’t try that at home!

Actress Rachael Harris and comedian Carrot Top each got very specific with their go-to drinks and individual techniques:

“I really love champagne. I’m usually a champagne girl,” she explained. She then remembered an old favorite, quickly adding, “Or tequila.” Her preventative tip for consuming her poisons of choice: “I always do the rule of for every drink I have that’s alcoholic, I have a glass of water. And I make sure I have food in my tummy,” she said.

Carrot Top keeps it simple. “I think it’s always pretty much the same for me: Crown Royal, no matter any holiday. Just a little Crown on the rocks,” he told us. His next-day tip? Hair of the dog! “You just drink more Crown when the hangover’s really intense,” he said with complete seriousness. “You know what’s really good? Eggnog when you’re really drunk. It’s a nice coater.”

Recovering addict Russell Brand was scoping out diamond rings at Cartier, but an addiction expert tells HollywoodLife.com that he and Katy might be moving too fast

Katy and Russell, you need to put the brakes on your three-month relationship! The English comedian was spotted Dec. 11 in London browsing the diamond ring section at Cartier, but it’s way to soon to give his girl such nice ice, an expert tells HollywoodLife.com, and Katy should be wary.

Because Russell is a former sex and heroin addict and a recovering alcoholic, Katy should tread extra carefully with this relationship. “Addicts sometimes make impulsive romantic decisions,” Los Angeles-based clinical psychologist and addiction expert Dr. Seth Meyers tells us. “The inclination is often for the addicts to jump into the relationship as a means of self-medicating.”

Katy and Russell’s hot love affair kicked off in September at MTV’s Video Music Awards in NYC, when the two were caught cuddling at hotspot Avenue. Since then, Russell’s admitted in interviews that he’s completely head over heels in love with Katy and would love to settle down and have a family.

Dr. Meyers strongly recommends the couple put the brakes on. “Serious romantic relationships can trigger strong addictive feelings, which can lead to relapse,” he says.

Katy should also be concerned about her own emotional well-being. “Addiction affects everyone,” Dr. Meyers explains. “It has a great impact on the romantic partner. [Katy] might end up worrying more about Russell than herself. This is dangerous because it can create co-dependence.”

But just how long should these two lovebirds wait before tying the knot? “Marriage is something maybe you think about after you’ve had at least two years of sobriety and have been with your significant other around two years,” advises Dr. Meyers.

We love these two totally wacky characters and want them to be happy! But we think they should listen to our expert and slow things down!

Forgive and forget? David Hasselhoff steps out with daughter Hayley … the one who called 911 during his latest incident

Looks like the Hasselhoffs are back on track, ladies and gentleman! The Hoff and his daughter Hayley were seen out and about shopping at furniture store Z Gallerie in Beverly Hills on Dec. 8. From the looks of things, they are happy, healthy and very much like family. We’re glad to see they’ve got the holiday spirit!

This was the first time we’ve seen them since Thanksgiving weekend when Hayley had to call 911 to come pick up her dad, who reportedly was having alcohol-induced seizures. The Hoff was put into Cedars-Sinai Medical Center’s psych ward and held involuntarily for two days. It was Hayley’s sister Taylor Ann who videotaped David in that infamous burger-inhaling stupor from May 2007.

This wasn’t the first time Hoff has landed himself in the hospital for overdosing on spirits … We wonder how Hayley, 17, handles all of this! It seems like she’s the real adult of the family.
