A new set of rules imposed by the Queen of England states Kate must curtsy to the ‘blood princesses’, including the daughters of the Duke of York, Princesses Beatrice and Eugenie.
Kate Middleton may be a Duchess now, but she was once a commoner, which means she ranks lower on the Royal Order of Precedence than other blood members of the family.
Kate must now curtsy to Beatrice and Eugenie when Prince William is not with her, but when he is by her side, she doesn’t have to curtsy.
The royal etiquette is taken very seriously, and these rules apply in public and in private.

It seems to me you’ve got the wrong end of the stick here. Beatrice and Eugenie are the daughters of Andrew, Duke of York and his ex-wife Sarah Ferguson. They are not blood relatives of the Duchess of Cambridge. This curtsey business applies perhaps to any time the Duchess of Cambridge meets Her Majesty The Queen, is that possibly the new rule? I notice that the Duchess of Cornwall always curtseys to the Queen and I have often wondered if this is because she (the Duchess) is a commoner by birth.
